I think I know the answer, just need some verification.
A friend has a situation she is looking for help with.
IEP held late spring. Placement decided by team was in the middle school. This was a mutual agreement. Parents wanted it, team agreed. No arguments or discussion. No one in the IEP meeting voiced any doubts. Everything settled.
Two weeks before school started, letter from the Special Services office at the District arrives. Letter is from Director of SS, informing the parents that the district was changing placement, their child was now going to the high school. No IEP meeting. No questions. No asking for opinions, thoughts. Just a statement saying the district had changed placement.
I thought this was illegal. I didn't think the district could do this. What do y'all think?

I agree with you, Sharon. I think after the IEP is signed and placement was determined in that IEP.....no changes could be made until either a new meeting was held and everyone agreed on the new placement. Did they give a reason for the change?

Okay, I will explain now that I know more. Letter arrived a week before school. Due to a teacher change, and the addition of 3 new students with behavior "difficulties", his placement was changed to the high school. No IEP meeting, no discussion. 1. The high school they want him to attend is not set up to meet his orthopedic needs. 2. There is no male para pro to assist with toileting issues. 3. The IEP was written for middle school. So, the mom visited another high school. This high school is: 1. Totally set up to handle his orthopedic needs as the program already has other students with orthopedic needs. 2. Has a male parapro to assist with toileting needs (the other students with ortho needs are male). 3. Of course, the IEP can easily be rewritten.....if the meeting is called appropriately.
Mom agrees the middle school placement is not the best for him now with the new teacher and the addition of the new students. She wants him to go to the high school that is already set up for students with ortho needs. The district says he can go......but.....parents have to provide transportation. Mom and I both feel under LRE, he should go to the high school set up to handle his needs, and the district should provide transportation. IEP meeting is later this week.
