Since I posted the letter from the ESY teacher and we talked about speech and Augmentative Devices I did some more searching in the STL area and found a place that may help us...

it's a hearing and speech center... for helping for one or the other or both... all sorts of speech stuff. Since I ask about things with Russell but they insist the PECS will work... this place takes insurance so it wouldn't hurt to call and talk about aug devices ect....
They also can test for Auditory Proc Disorder which is something I have talked to Regan's teacher about and the doc office but we aren't getting anywhere with testing for her.. it's making me SO mad and now they put off testing until Sept... so between this place and the Behavior Institute of STL, I might be able to get some help.. if not, I am going to just shelf the whole thing right now for Regan and try to help her as much as we can at home... because it's just caused us SO much pain more than anything...
